Distributor lubrication question

Is there, or is there not supposed to be a felt insert in the center of the distributor shaft below the rotor button (removed for photo). If so then what is the 2 or 3 drops of oil you would put on it intended to lubricate?

I put a dab of grease on the outside of the shaft for the points block to ride upon so that is lubricated.

The felt is something that came on certain brands of points. Haven't seen any new points like that in a while...

Here's the dreaded "AI Overview":

The only lubrication that gets to the distributor shaft from the crankcase is to the lower part that rides in the bronze bushing. None of that oil gets to the top portion of the shaft that the points cam revolves around, Oil must be sparingly applied around the screw head at the interval stated in the Drivers Handbook. If this isn't done the cam will become rusted to the shaft and there will be no mechanical advance.
