Which carbs?

Just have a look at M-E. As you don't say what year car or which carbs I haven't linked. As to springs there are numerous topics on "is it three or four"
Mk1: CKD 11/66 first registered 8/5/67; owned since 3/77. 18GB +40 balanced. Peter Burgess BVFR head. Piper 285. 123. FidanzaFW. 4synch c/r box. Lots more as I did a nut and bolt rebuild; finished 2015. Tartan Red.
GT: December '78. VW Golf guards, flush fit front and rear valances. Torana XU1 vents, frenched indicators & Mk1 rear lights. 'Worked' Rover V8 with Monsoon ECU for EFI. GM4L60E, Lokar tiptronic & Quick4 controller. Vintage Air A/C. FC IFS. CCE 4 link rear. Salisbury with Quaife. Jaguar Storm.

As noted, we need to know what carb(s) make/model in use to accurately respond.

Note, as a general safety feature each carb should have redundant return mechanisms. In the case of HS4s, one on each carb's throttle and one on the cable linkage. On HIFs, each throttle has a concentric return spring, the common setup has a second regular spring on each carb throttle.
Adding extra springs to the choke(s) can make the cable difficult to pull.

As Clay said, extra springs on the choke make it difficult to pull the cable. The chokes, at least on HS4s, have return springs on the carb itself and do not need any extra. Each throttle lever has a spring down to an attachment point on the heat shield. Personally I have fitted a third spring to the cable attachment lever, to give a slightly heavier pedal feel.
