Handbrake adjustment and dragging brakes on TC

Good day and wonder if anyone has had this issuewith TC,s
( the drivers side cable catching on the mufler bracket )
My brakes have always had a problem with dragging brakes since getting it driveable 3 months ago.
It was discovered that one rear wheel cylinder was gummed up so all cylinders overhauled.
Then I blew a hole in my mufler and after it was fitted I wondered why my car was sluggish leaving the muffler centre.
Half way home my car smelt hot and discovered the drivers side hub was really hot.
The culprit was the hand brake cable that had jagged on the muffler bracket and not released.
In the meantime I had the drums machined as they were out of round .
I adjusted both cables evenly so they were equal but the drivers side never would release fully unless I pressed the brake pedal or rolled the car back and forth.
My mistake in adjusting the cables was to take all the slack out of both cables so that the cable would not foul the muffler and jam on when released.
It seems in doing this it would pull the internal levers enough to act like the brake adjusters and wondered why there was minimal pedal travel.
Anyway I completely unwound both hand brake cable untill they rattled freely and left just a few threads exposed and then adjusted the lever up to where it just made contactwith the cables and then backed the wing nut one turn.
This also altered the angle of where the shaft connects
and has allowed the drivers side cable to feed through with enough tension not to get jammed in the muffler bracket but still be loose enough not to pull on mechanism inside the rear drum.
I still think the cable is sticking slightly on release
I realise now how important it is to have both cables with equal tension but also free and loose and correct adjustment of the hand brake lever.
Note.. by having the cable conecting point vertical to the chassis as suggested was not able to get the rear square part of drivers side cable to fully clear the muffler bracket so ran the risk of it jamming if fully loose
In this position the wing nut on the lever was almost fully undone.
I now have the wing nut done up untill can just see the thread poke through and the rear of the cable adjuster just infront of the muffler bracket.
