Well...kind of.
I finally got the engine in my 74 turning over with good oil pressure. I installed the plugs and gravity fed some gas (fuel pump is dunzo) and the gas that made it into the carbs all came out the bottom. I have a pair of HIF carbs which were rebuilt by the PO. Does it sound like he left out the bottom gasket? I mean there is gas EVERYWHERE. I don't think any made it into the engine, I got a very pathetic fart from the engine. I think these need to come off and get some TLC. Hurray.

Do you have an overflow tube connected to the carbs, directed toward the charcoal canister?
Could be floats are stuck to the bottoms of the bowls or they are full of gas.
Give the bowls a rap with plastic handle of screwdriver. They may begin to float and seal. If
they are full of gas, they will need replacements.
It's possible gaskets were left off in haste but I doubt it. Examine closely. If there, maybe they do need a little tightening.
If you do need to work on the bottom end of the HIF, it is easier to remove them to a bench for work.

I do have the overflow set up; the gas didn't even seem to consider this an option, it looks like rs leaking out of the bottoms of both

You have no option as you have already diagnosed the problem. As suggested remove the carburetors and check the float chambers for three things,
1) the seal is properly installed in the grove of the cover
2) ensure the covers are flat, these can distort
3) set the float level per manual instructions

The HIF carb has an 'O' ring that seals the lid on bottom. Not a visible gasket.
Best to remove them together. A bungee chord works great. Disconnect throttle cable, fuel supply, evap hoses and filters. 4 nuts and slide them off their studs together. The linkage can stay together.

Check to see just how much gasoline is now in the crankcase.
Don't sweat this, gas never got to inlet & the engine never even ran!
Do as I suggest for trouble shoot.

I called the PO and he confirmed...basically SU finest Sieve carbs. Needs a gasket. Thanks!

Below is what you will find. The bottom of the float chamber is held in place by 4 screws, the cover has a groove in it that holds the 'square o-ring' rubber seal. Check the cover for flatness, and set the float
level while there.

Always renew this bottom ring before remount. It hardens over time and if not renewed but taken out anyway, they are a swine to get back in.
HIF's are excellent carbs, but float needle problems MAY spoil your day
Once I bought Viton-tipped float needles for my next problem moment, my own HIF's stopped being temperamental on the floats unexpectedly
(these needle sets and bottom rings weigh next to nothing so travel with me in the boot all the time, safety fast on holidays is my motto..... )

This. My float covers were warped as hell. I replaced them, the seals and reset the floats. Fixed the problem.
