With a special cam bearing installation/removal tool. The biggie with installation is to make sure you line up the oiling holes. This is typically done by the machine shop, then of course sometimes the bearing have to be scrapped/hone to fit the cam.
The deal on putting 1300 cam bearings into a 1500 is pretty straightforward. The factory with the 1500 block just made the three cam journal large enough to omit the cam bearing and let the cam directly on the block. So to covert a 1500 to 1300 cam bearings, you need to have a 1300 cam, and the 1300 cam bearings require no special machine work to install, just a cam bearing R&R tool.
