Holes in rail in front and behind jacking point

Are these holes supposed to be here? I thought maybe for drainage but my buddy who is an MGB guy says no. Any other opinions? Best way to seal them up if they arent supposed to be there?

The holes that are centered are supposed to be there, the one off-centered looks like it's been drilled by someone for some reason.

They're supposed to be there. You can now teach your "MGB-guy" buddy something.

The one with the arc imprinted in the undercoating is not meant to be there. I agree with Ernie that it looks like it was drilled from the inside, but cant tell you why or even how unless you can show me a matching hole in the sill from above. Perhaps during a rustproofing session?
I have to think that the arc in the undercoat is not a coincidence?

Thanks for all the input. There was indeed a matching hole in the sill above, actually inside the door lip,not really in the sill, and the same set of holes on the opposite side of the car. I plugged the one in the car with a nylon plug and jb weld. Since that particular hole underneath is not stock, opinions on what to do about it? Is the original set of holes for drainage?

Holes are for drainage. I'd leave the off center hole alone.

Like I said, might have been the rustproof guys. Overzealous with the drill or just wanting two access holes. That would also explain the other side having the same holes.
As to what to do about it? I would clean up the burr on the exit wound with a countersink and go find something else to worry about.
