H-4 SU Carb. Choke adjustments for cold weather.

This past summer I rebuilt my H4 carbs for my 58 MGA 1500. I am very proud of the job, the car runs terrific. I have used the Gunson Color Tune to adjust the fuel/air mixture and it performs splendidly. After the onset of colder weather (I live in coastal North Carolina and it's not Vermont cold) but I've had trouble starting when it gets below 40 degrees F. This past Sunday It would not start at all. I pulled the plugs and squirted some fuel into each cylinder and replaced the plugs. The car started immediately. This tells me that it wasn't getting enough fuel when the choke cable is pulled out to the end of its travel. In the summer I set the choke idle speed at around 1300 RPM when fully pulled out. Have adjusted the choke too low. Could this be the source of cold starting problems? I have converted the car to Negative ground and Pertronix ignition.

For almost anything knowable about the MGA (most of which also applies to other MG's, too), peruse the MGA Guru's Tech pages. For example: http://www.mgaguru.com/mgtech/carbs/carb.htm
One other thought is - how old is the gas in the tank? Most gas stations have slightly different formulations for summer & winter gas. And, today's gas doesn't store well. I've experienced gas that seems to go stale in a few weeks.

Are you sure the choke cable is adjusted such that at full choke it is pulling the jets down a good 1/8 inch?
Oft times during rebuilds, the choke arms that run down to the jets and pull the jets down with full choke get miss-assembled or need adjustment.
Sounds like something needs a relatively simple adjustment.
If the car is running good, I wouldn't start tinkering with the mixture.

I'm unfamiliar with HS4 carbs. The idea of setting the full choke speed to 1300 seems strange. On HIFs, you set the choke speed at the fast idle position shown by an arrow on the choke cam. Full choke speed is at least 1K rpm higher, as the cam continues to rotate after the arrow as the choke cable is further pulled.

I've only ever set the idle speed with the choke fully in and the engine at operating temperature. No idea what it would be with it fully out. Never had a starting problem. Used this approach on HS and HIF carbs on single and twin carbs for more than 40 years.

Yes the MGA chaps could probably help a bit more. The majority responses here is not helping you at all , (HS & HIF type related responses).
I am quite familiar with the H type and the choke adjustments.
You may only be getting enrichment on the one carburetor which is usually not enough. Take a look at the link joining the two choke levers. (below) This is adjustable (a bit of a fiddle) but ensure that both jets are dropping at the same amount when you pull the choke cable.
Also verify that the oil in the dampers is not too thick.
