If you remove all of the shims, and the bearing is still loose, then you need to replace the bearings. Another possibility is that someone modified the inner race spacer, maybe shortening it to accommodate worn bearings sometime in a past life. Otherwise if the shims were left out, the castellated nut would have to have been left loose as well (not a good situation).
