Passport offices can be a challenge to deal with, so it should be expected there may be delays in getting a passport. One of the realities of our post 9/11 world I guess.

I have heard of similar issues here in Canada.
My wife and I have a friend who was born on a Canadian Forces base in Germany in the late fifties to Canadian parents serving there, and when she applied for a passport was told she couldn't get one because she wasn't a Canadian citizen!
She was effectively born on Canadian soil in Germany, and has lived here since her parents came home when she was not yet two. She now has her passport, but it took almost a year for the wheels of government to turn before they would issue it.
