I can't imagine that it is any worse than hitting the truck or SUV that doesn't have one. In fact I'd rather hit that than the ball and receiver. Neither is good.

They used to call those 5 mph bumpers. Standard on all mid 70s vehicles.

What does it say about our society that we have bumpers to protect our bumpers? Funny the web site talks all about rear-enders but the demonstration video shows the truck backing into something, which I bet is the most common reason these things get bent bumpers. Of course they hardly even get scratched when they back over my Civic or LBC.

I just think about the poor person that walks behind a truck -
only to hit their knee on that thing that's hidden in the dark.

Not sure about that, but the 3/8" thick aluminimum plate bumper on my old Lada Niva did some damage to a Mini once.

Mini shot down my left--side got 3 feet in front of me, came into my lane and stopped dead to turn right (in Australian). The Niva took 3ft PLUS half a Mini to stop. Not a mark on the Niva. The driver of teh Greyhound Bus who was behind me staid to prove to the Police that I was not given time to stop, but he wasn't needed.

The Police opened the door to Mini and took a larg pass backwards. when he came to tell to go ahead and leave he mentioned the Mini stunk of beer and MJ.
