Checking on an antique tractor forum I belong to, I realized that most old tractors have riveted brake shoes and also the rivet tool are available through some antique parts dealers. Not that expensive for those who want to do their own. $31.95 from Steiner tractor parts at--

Small hammer, nail and vice does the trick, plus chisel to remove old linings.

Take the time to understand what a part does and how it does it, then you'll have a better understanding of how to fix it when it goes wrong. Beats the scattergun approach every time.
