Hey guys what size screw is used for the upper and lower holes for the plastic steering column. Is it a screw and a small nut. I have tried everything...

It is a captive nut on one side, pressed into position in the plastic. The screw you use (you probably figured this out already) has to "seat" properly before you'll get any bite into that nut. I've seen some people bypass the screw entirely and use a few huge black zip ties around the whole works instead.
