To here,
someone must have swapped out your fuel tank for an un vented one or the vent on you tank is capped, or you have fuel sloshing around in your boot. (last suggestion is a joke)

Is this in the trunk? If it is I believe it part of the evaporation control to the vapor separator, disconnected from the gas tank... Gas tank comment is spot on.. http://www.mossmotors.com/Shop/ViewProducts.aspx?PlateIndexID=28992

Either to the fuel tank of a hard line up to the carbon canister filter under the bonnet. Is your fuel tank installed? Look in the moss catalog, the tank is your fuel vapor expansion tank, catalog (or on-line, has a decent drawing you can follow.

You've got the gasoline expansion tank still in, one side is connected to the gasoline tank, the other side to a pipe towards the carbon canister up front.
If the gasoline tank overflows, first this tank is filled and if this is not sufficient gasoline ends up in the canister, to be sucked in via the carbs later on
Looking at your picture it is clear one side is now disconnected, probably because on renewal you got a gasoline tank without this connection for the expansion tank. In that case the gasoline filler cap should have become a vented one.
PS In the less likely case the connection to tank is ok, but to the front is loose, gasoline may flow in the boot via this expansion tank.

I thought that hose went up to the round 'pancake' carbon canister mounted to the inside of the trunk that you can see just at the top of the picture? Or maybe that's what others have already said. Isn't it to collect gasoline fumes from the tank?
The other line you see still attached to the right of it must be the one that vents to the front carbon canister on the shelf on the passenger side of the engine bay.
I think others are right that maybe a new tank was installed which did not have an attachment for this line. Not sure if you just leave it like that, add a connection to the tank for that hose, or what? I don't suppose you want gas fumes in your trunk, but maybe the single line to the front carbon canister is sufficient. Not sure.

Drew,
The hose does do as you say, it is connected there in the photo . The other loose end is the question, and answered.
For the record, and the canister in the boot is an expansion tank and does not contain carbon. The black plastic one in the engine bay does as you mention .

Anthony,
Sorry to say but our questions are so short with little context.
Do you wish to re install the evaporative loss system? Do you have the other end of this in the engine bay?
Back to you

Again I cannot help you much more.
I will ask a direct question,
Do you have this vent at the top of your fuel tank that I show in my post? If not then the rest of your car evap/recirculation system is not functional.
So all the hardware in your boot is your call, leave as is or rip it out.
