I doubt you can find a professional welder willing to try to fabricate a spoke and install it, if they are a true professional.

If I were you, I would ask around locally where one could find a wire wheel in good order than you can purchase.

I know there is a British car wrecking yard in the northern part of Los Angeles:

Try Rite Way Wire & Wheel Specialists in Walnut Creek. They repaired my broken spokes, refinished all four wheels, mounted and balanced four tires with new tubes and bands for about $400.00. Sounds expensive, but they did a fantastic job.

Get a manual tire changer from Harbor freight and you can easily replace you broken spokes they are available from all the usual places, or ship them off to Hendrix in North Carolina http://www.hendrixwirewheel.com/

"If they won't replace spokes they are not a wheel repair shop are they?"

I deleted my post, useless information. I should have checked the Allen Hendrix web site,
they do have prices for spoke replacement. I thought differently. I have known Allen and
Jerry for a long time, they do good work, haven't seen them since I moved to Florida in 2014.

I did my own with Harbor Freight equipment. But I have chrome wire wheels -- replacement would be a very expensive proposition. If all you need to do is replace a broken spoke, all you need is a shop that will dismount and remount the tire for you -- no wire wheel expertise needed. Remove the tire, tube and rim band, replace the spoke, tighten until it "pings" 'when struck with a wrench (compare to other spokes for the proper sound), replace rim band and take it back to get the tire remounted.

I meant to add, if you mark the sidewall and the rim, no need to have it rebalanced either (this is where non-specialty shops get into trouble, anyway). Just have them remount the tire in the same location.

A pair of tyre levers and a rubber hammer are all you need to take tyres off the rim and replace them.

Cheers
