After removing rubber bumpers from the midget and completing the body work I realized that the car sits a little higher now. I measure at he bottom of the front wheel well opening at 24 plus inches. Can you tell me what it would be on a chrome bumper car? Also are there other options besides new springs I have a very nice car overall and have not had to do too much to it. Would hate to screw things up thanks in advance for any good advice

I have a set of 340 lbs Suplex springs on my car that would make it sit a couple inches lower than your 1500 would be. There's a very strong chance I'm going to be switching to 400 lbs springs soon, if you'd be interested in buying a set of 1 year old springs.
Other than new springs, you can use spacers like Mark says. The spring pan is two pieces, the arm and a cone shaped piece in the middle. You can put longer bolts with washers or other spacers in between to lower the car by about double the height of the spacers.

The wheel opening on a chrome bumper car is a different curve than that of a rubber bumper car. British Leyland raised the rubber bumper cars up to meet bumper height laws and lowered the curve of the wheel opening in an attempt to hide the fact that the car was on it's tippy-toes. If I remember correctly if you measure the distance from the top of the fender to the highest point of the wheel opening the rubber bumper fender is one inch bigger than the same measurement on a chrome bumper car.

I used lowering spacers for the last few years on my 1500, it looked nice, but the handling was loose & never quite fell right...
Coincidentally I removed the spacers & installed a couple Vic Brit lowering springs today.
What a difference!
The spacer kits are ok for looks, but short springs are the way to go for performance...
If it ain't broke, I'll fix it until it is!

The 340# springs I just installed were well worth the effort.
The handling improved more than I thought it would & the ride quality didn't seem to suffer.
The new springs combined with the 3/4" sway bar I installed a few years back have the little beast cornering like it's on rails...I'm a happy boy!
