Under dash panel template

There are a few things missing from that plan. There are two brackets that attach to the opposite side of the the small wood boards on each side.
The picture is not great, but here is an original TD board.
The board is made of what appears to be a pressed fiber or paper product. You can use a masonite, luan or Black Waterproof Treated Panel http://www.perfectfit.com/15347/154533/Chipboard-Car-Panelboard/Black-Treated-Waterproof-Panelboard.html.
There was also a material cover on the bottom of the panel. May have been the same as the dash but it appears thinner. It covers over the metal brackets .
