Here's a lesson learned that for a time stumped me and until I showed Joe Curto the pictures that it dawned on him he seen this issues before. There are some aftermarket universal jets that do not have the groove cutout that's required to stop a wicking of fuel between the jet and bearing making the carbs impossible to tune. If you have seen these jets in kits toss them as they are not worth the headache. I swapped back with the original jets and was able to get the carbs tuned in a few minutes after spending a month coming to the conclusion the kit the rebuilder put in had bad jets. Live and learn.
