Need help in diagnosing an electrical issue

I notice that when I start the car the ignition warning light stays on until I boost the rpm, it then goes off and stays off while the engin idles. My plug-in volt meter (digital) stays at approx. 12.7volts until the rpm are boosted and then reads 14volts +or-. After a while the digital readout starts to fluctuates and I need to remove and plug it back in to clear what looks like an erroneous reading.

I am certainly not an electrican but some guidance would be appreciated.

Choke on start te light should only stay on a few seconds till the alternator excites and the light goes off.
Once excited light remains off at normal idle speed.
