under the slam panel, bracket mounted to the inner wing.

I believe the early cars, (OP has '65) these are vertical mount on slam panel, look for some holes on the flange.

Slam panel mounting to about car 5800, so 62/early 63. 65 would mount on the inner fenders as Lee shows. There should be 2 parallel 5-16" stamped holes in the wing panels for horn mounting.
