I tried the "tap repeatedly with a..." punch, etc. It didn't budge at all. With more time and patience, I might have removed the steering column and put a groove in the bolts or kept tapping at a better angle. I ran out of time and patience, and the new switch replaced the housing, so I resorted to the one tool that has never let me down. Yes, you can remove it with a Sawzall if you're going to replace the whole switch anyway.

I would like to thank you all for responding but I still don't know where to to put the chisel. On one side it looks like the pin goes all the through to the bottom but on the key side is the tumbler for the key and does not seem to go all the way through. So on the left side I think a punch can be used a very small one. I am of the understanding that when the sheer pin is installed it is turned until the top breaks off. So I just do not understand where to put the chisel. I will try to get a pitcher soon. Good job on the screw driver thing.
