I have the four fuse block under the hood. It has three fuses in it and the fourth fuse position does not have a fuse. When I install a fuse in that position the headlights come on. Everything is electrically fine in the car. Is that forth position just a landing point for wires & never had a fuse from the factory? My car looks unmodified.

Should be four fuses Jim. Someone has been creative with your fusebox.

There should be a Red with Green stripe wire coming from the light switch that supplies power to two fuses. The output of these two fuses supplies power to the running lights - headlights, taillights, side markers, etc.

All four fuse holes are used. If I am looking at the wiring diagram right the #4 fuse is for the lights. If the lights worked before without that fuse than something has been changed. If the lights come on when that fuse is installed when the headlight switch is off than there is a problem. Either way I would think a little time with a wiring diagram is in order. Start with checking grounds and connectors has they are some of the most common problem areas, Also easy to fix.



If you never try to do it You will never be able to do it

I don't think it changed from 76-79. When you're tracking down the issue, it may help to know that #3-4 are actually bridged under the fuse box. That had me confused at first.

I think I know what happened. They blew a fuse so rewired fuse terminals to run lights directly. A 'snap in' circuit breaker in fuse location would have worked- dumb. Anyone have a picture of this wired fuse block?
